Water Revenue Management System
Revenue forms the most important backbone of any utility. Stronger the backbone, more sustainable will be the Utility’s Services. Out of all Utilities, Water Utility is the most important as it caters to the most basic human need, i.e. DRINKING WATER.
Even though the Central and/or State Government provides for about 90% of the Capital Investment for the establishing and Developing Water Distribution System (including Augmentation to the existing system), it is expected that the Utility to carries out their O & M of the Distribution System from the Revenue generated from the water supplied to the population.
It is here that DTK's Water Revenue Management System (WRMS) has an important role to play in Maximization of Revenue and Minimization of Non-Revenue Water.
Main Challenges Conventional Water Billing Systems in India Face:
Though most of the Water Utilities provide the minimum prescribed water to the population under them, they fail to generate their O&M Expenses for the supplied water. Click below to learn more...
-
Non availability of the Digitized Exhaustive Consumer Data/ Detailed Consumer Profile, etc.
-
Inability & Irregularity in raising of Water Consumption Bills to 100% Consumers.
-
Absence of proper mechanism to measure the quantity supplied by the Utility to its consumers and Quantity of Water Actually Consumed.
-
Presence of Illegal/Un-authorized Connections which are not in the record of the Utility.
-
Physical Leakages in the Distribution Network.
-
Absence of regular updating of billing and payment data, and thus of reconciliation of the amount billed, amount collected and arrears, on regular basis.
-
Manual operations for Meter Reading - which are error prone.
-
Improper head wise accounting of Receipts, Huge unpaid bills, No mechanism to monitor recovery of arrears,
-
Absence of mechanism for Water and Revenue Demand Prediction, Poor Collection Efficiency
-
Absence of A-B-C analysis of Consumers based on Consumption and based on Arrears.
-
Absence of Geo-referenced Consumer Data
-
Inaccuracy in recording of Actual Consumption and hence in calculation of NRW/UFW due to -
-
Un-metered Connections
-
Un-Authorized/Illegal Connections
-
Faulty Meters
-
While Billing, every meter is not read. And out of the read meters, reading reliability is not 100%.
-
100% Billing is not achieved.
-
No quantitative basis of performance evaluation of the associated manpower.
-
Absence of exhaustive MIS for making informed decisions by the management of the Utility at Micro Level
-
Absence of Water Balance Calculations for Water Distribution System (in three levels – WTP to Reservoirs (Transmission Mains), Reservoirs to DMA Entry And DMA entry to Consumers)
-
No Billing for Water Consumed/Irregular Billing Frequency
-
Fewer options for making payments
-
Unmetered Connections/Illegal Connections
-
Absurd Basis of Billing Water Charges as percentage of House/Property Tax or Area of House/Plot/ No. of Members in the House etc. which does not give true picture of Water Consumption
-
Faulty or Stopped Meters
-
Use of Online Booster Pumps by the Consumers
-
By passing of the Water Meter by Consumers
-
Absence of Data Analysis for Decision Making
-
Absence of Dash-boarding of KPIs of the System
